STANDARD v1: Abandonment requires that meaningful development, meaningful maintenance, and credible continued stewardship have ceased. Bot commits, typo-only edits, version bumps, and a static website do not by themselves prove activity. A completed stable project with explicit stewardship is not abandoned.
